Need Help Taming A Golden Tegu

Hello everyone,
I have had a baby Gold Tegu for about 6 months, and I'm having trouble with him. The store I got him from didn't know much about where he came from, he was originally housed with six larger siblings before I picked him up. His tank has reptile dirt substrate and plenty of hiding spots to go to during the day. Over the last 6 months, he hasn't shown any desire to have contact with anyone, becoming so flightly we will reject food until he can no longer see anyone, and will run back to his cave as soon as he sees a person. I don't know what to do, any form of human contact has been met with fear or aggression, I don't want to push him and stress him out and I want him to be trusting of me. Is there anything I can do to get him to become more relaxed with me?
So far I have tried:
Placing my hand in the tank, he reacts in fear and refuses to move to the side of the cage my hand is.
Placing an old shirt in his den
Tong feeding, he rejects the food until its dropped and I leave his sight
Being around the cage, again he is terrified of people
