If you are adopting it for free I would say take it but you are still going to have to put alot of $$ money into it with vet bills and a proper enclosure. It's sad to see he/she in such poor shape. The picture is very disturbing and you can tell it's malnourished to an extreme. The missing toes at such a young age is also bad and how it's just sitting in the water with its head down is disturbing as well. The shape of the tail suggest MBD. Which you are going to have to correct. If the owner doesn't call back I would assumed it has passed away.
