I would actually suggest holding off on any larger sized lizard until you have a house. Most of the time, landlords will NOT be okay with animals that require such a large enclosure filled with dirt and can weight several hundred pounds, especially if your apartment is on an upper floor.

You could create a humid hide! Just purchase a large plastic container, like for storing food in the fridge, and cut a hole in the side of it. Add substrate that's holds humidity well, such as damp Eco earth and moss, and the inside of the container should reach around 70%-80% humidity and stay...
You may have some trouble keeping humidity up with an open top like that, but depending on where you live you may not. I would also put A LOT more stuff in there to keep your little guy occupied. Tegus are extremely intelligent and need lots of stimulation so they don't get bored. Boredom leads...
A good trick (I've heard) to getting tegus used to you is just sitting in the bath when them. No water, obviously, but just letting the tegu roam around in the bath tub while you sit there. Eventually the tegu will start to explore you and learn who you are
I'd say go for it. But one thing to consider: college! What happens when college comes, if you're going to be attending? Are you going to continue living at home when you're in college? Will you have the time to properly take care of this giant animal? Let me tell you, college sucks up about 50%...
