Definitely put the cat up whenever the tegu is out.  It is sort of that long term solution. I have two ferrets and a cat.  I put the cat up when the ferrets are out.  Have a spray bottle on hand with a stream setting.  When the cat hangs around the tegu enclosure, spray him once or twice.  He'll get a negative association with the enclosure and stay away.  Unfortunately, you're not going to be able to train the cat to leave the tegu alone and free roam together without a lot of knowledge, patience, and time.
