They look to be healthy from the pic. If you are worried I would contact the seller and ask what his enclosure details are while acting like a seriously interested buyer, because he says in the add enclosure included. So if you know that he keeps them well and with no issues, you can have more faith that he will find the correct keeper to sell them to, but if he keeps them in poor conditions your concerns will be more valid.

It is worth adding that there will almost surely be people who mistreat their animals, and as much as I hate the thought of it, it still happens far to often with dogs and cats to this day, humans have had domesticated dogs for longer than written history has existed. So to think that animal cruelty or mistreatment will stop soon is a very big dream that I unfortunately don't see happening. Reptiles are so new to the pet world (in the grand scheme of things) that there is so much bad info out there, that it will take many years of experienced keepers with different levels of success to share their knowledge and continue to alter husbandry methods for the better. One of the biggest mistakes we can make as keepers is to think that we have everything 100% correct just because breeding is achieved or healthy animals thrive, we must do what we can to constantly make our care better.

I share your concern on a daily basis when I go into a petsmart to buy dog food and see all the reptiles that they will sell just to make space in their cages and add to the cash drawer. But the best thing we can do is just try to help the humans making all the errors in care requirements (which is why I'm so happy that this forum is in existence) and hopefully proper care becomes the popular trend in the reptile world, and one day walking into a neighbors house and seeing a tegu cage might not be so rare or strange to others who haven't contracted lizard fever! :)
