Basking question

My Tegu is 23" and it's enclosure is 4'×1 1/2' long 1 1/2' deep. I use a temp gun which reads around 74 degrees cool side, 84 degrees hot side and around 100 degrees basking. My question is the basking sometimes reads 113 and sometimes 96. Why the change? The bulb I am using is 75 watt with built in UVB.

Could be several different things. A black piece of paper will get hotter than a white one. Take several measurements and average them together. That's your basking temp.
