And also is this tail rot?

One more, is he or she a healthy weight

Looks like a boy to me but it's kind of hard to tell. @Renske has a great video on how to tell in babies as well as adults. He also looks like he's a healthy weight. That tail thing doesn't look like a problem. Does he flinch or pull away when you touch it as if it hurts him?

I'd say female. Tail could be a number of things from stuck shed to dirt
