I would say the outisde enclousre would be great. Have you decided on the dimensions?

And if you are going to bring him/her in for the winter I don't think you would need to convert a room into an enclouse since most tegus hibernate, unless you are getting a columbian tegu. Instead you could just build a nice size enclosure. But this is just my 2 cents thou.

Or you could build a really cool enclosure with an open front of some kind for sunlight in the summer and put wheels on it so you can roll it in for the winter but make sure its small enough to fit through the doors. But if you have a sliding glass door in your living room like me you could make it very big and have it be a cool looking furniture peice..

Just be sure that if you house him/her indoors that you have the appropriate mercury vapor bulb inside the enclosure. Even having the enclosure next to a window will lead to metabolic bone disease, as windows and plastics filter almost all UVB.

If you want to have an indoor enclosure, check out the housing forum on this site. It's packed full of pics and ideas that can get you going on designing the enclosure of your (and your tegu's) dreams.

Thanks for the input :) We were thinking of making one of the extra bedrooms we will have into one big Tegu enclosure. I think it's possible but will take some work. Any ideas or tips? Thanks!

That would be quite the project... You'd have to line the floor with plastic, bring in hundreds of pounds of bedding, not to mention the smell in your house... Post a new topic about it in the Housing and Enclosures Forum. Let's see if we can get an enormous conversation going.
