I've got my 2 month old argentine red in a 8x4x3 enclosure right now. No complaints, haven't experienced any territory issues. He seems pretty comfortable with it and back when Buzz use to live inside I had him in the same enclosure. But now he's a big guy and he's moved outside.
So IMO, yea, baby tegus can be kept in an adult-sized enclosure. Others may disagree.
