New B&W Tegu

I'm getting my first Tegu on Thursday I have a 75 gallon he's going to be housed in until I build his permanent home. My question is how long will the tank work to house him before he out grows it. My second question is when I do build his enclosure what are the recommended dimensions I should build? There's so many different ideas of what's the proper size floating around that I'd like opinions from people who know. I was going to paint the whole enclosure black with a white top for lighting. Is this a good idea or is there a better painting idea I should use? I'm bring very picky about his enclosure because I want the little guy to be comfortable. I also have a 6 year old dog that's a beagle. What's the best way to introduce then so they can both roam around and not bother each other? Thanks for the help.
