Maybe it is from an old injury. When he tried to defend him self from some one ...

See, to me, it just looks like he's in a good deep sleep and his "lips" are relaxed open a little bit. ;)

Yeah, but that's the problem!
Tegu faces aren't supposed to be squishy. The jaw shouldn't bend if there is pressure put on it. They don't have lips, trust me I've tried peeling my guy's mouth open to get a peek of his teeth but his mouth just opens, there's no 'lip' to move away from the jaw.

A jaw is bone and bones are calcium ...There is a chance because of his size that he will out grow it ... Or maybe not .. All you can do is keep trying and hope

Do you notice drool or foamy saliva from the mouth? My first thought would be mouth rot or some kind of infection. Do you suplement calcium as I have seen a softened jaw in cases of MBD. Do you feed live rodents?? Maybe he got bit by one and is now injured?

He could get puffy from an infection have you tried antibiotics?? We keep those fish antibiotics around for all our animals ..No difference from what you get from the vet ..
