If it was shipped and just arrived, it is likely a bit scared. I'm not sure what you are using to measure temps. Use a temp gun or digital probe and bump the surface basking temp up to 110-115. If he doesn't eat for a day or two after the stress of shipping and a new enclosure, that is pretty normal.

Mine ate the same day, he didnt seem very stressed a few minutes after letting him out of the packaging
