It's a black and white, hatchlings are born with green heads that fade over time. Chaco, B&W same difference, I think 200 is a bit above average, that's more in the Reds price range but it looks good. I take it they're the same tegu but the first pic is an older pic?

If you want it and you're willing to pay that much then go for it. Does he have any back ground info on where it came from (shop or breeder)? How long has he had it?
Have you stopped by to check it out for yourself?
Sometimes that's the decision maker right there, to get your hands on it and check it out for yourself.

Only thing I would be concerned about that picture is that he is keeping him on pebbles as substrate? I guess that's alright for temporary, but it seems not right to me.

Argentine B&W and Chacoan are the same thing, Chacoans are supposedly a locality from chaco, but nobody has proof of it. I think there are some differences besides color, like the debated fact that Chacoans lay bigger eggs and their face shape is different than "regular" Argentines. It is a very cute tegu, definitely change the substrate if you do buy it. Try to see it in person before buying, that will tell you a lot. $200 isn't that bad of a price, it's probably about what you'd get a juvi for if you paid shipping so it could be less but I don't think it's that bad if you don't want to wait for a baby or are okay with doing the guy a favor.
