Definitely a little jowly but not much definition between the jowls and neck to be sure. That may be the pic or the position its in but better pics would help. Depending on the size and age of it,.. also look for buttons on each side, just below the cloaca.

It looks more like an overweight female to me, the 'jowls' are supposed to look like cheeks, not a huge meaty turtleneck.
