Please rescue this animal if you can

I saw this ad in Philly Craigslist:

The lizard lives in a 55 gallon tank, does not seem to be getting UVB and eats only dog food and raw eggs. I have 3 tegus already and don't have the room or the money to get it now. I gave the guy my number in case noone wants it and also to let new owners know how to feed and house the animal properly but I hope someone from this site gets it.

To me it looks like they do have some UVB lights on top off the enclosure.

how did you get all the info? by any chance did you talk with them??
