Dry tail or need to shed? I think shed

So Béla has been in shed for over a week. His tail still looks a Little dusty and is not as smooth to the touch as the rest of him, which has feeling of hydrated leatherly smooth. I am trying not to give too many baths and I’m wondering if this just looks like dry skin and maybe I should treat by putting some kind of lotion on that won’t make him cook under basking light? Other than telling me to keep tank humid, any tips or thoughts on if tail still needs to shed (which is what I think)? I used coconut oil in some baths but was afraid it might make him burn under light. Also, I’m aware of ways to prevent , such as cod liver oil, a healthy diet, proper uvb, and baths. I’m wondering more about treatment options, remedies, and other advice that would be helpful in the future. Also, I know some are against lotions but for those who aren’t, what are some good brands or specifications? Thank you all for your help.
